PMS Streaming To Friends Issue (Transcoding?)

Since the upgrade 0.9.x to 1.0 -> 1.02 latest my friends report that the streaming isn't working for them. It works fine on my internal LAN to all my devices and I have two PMS servers one on a Xeon E3 and another on an Atom 8 core Rangley. Even the Xeon E3 is having issues for my remote friends. Nothing has changed, if anything my ISP has actually increased my bandwidth. It worked perfectly fine previously. I suspect the new transcoder or a buffering issue as they report the msg about the connection being too slow and it pauses, seems to buffer a bit then resumes. Other times it just hangs and they have to quit and start the video and resume from where they left off. The experience is horrific to the point that it is unusable. They have Xbox One, Roku HD, Roku Stick, Amazon FireTV and they all have issues. They have been able to get it to work but only dropping the quality way way down.

Again, it worked fantastic prior to the 1.x releases. I don't think I can downgrade it at this point. Thought I read something about a Plex database change and that the older releases were yanked when we hit 1.0. Anyone else having issues? I can work with my friends to do some viewing so I can collect logs. The streams are transcoding but the Xeon E3 is overkill for that, I had some concern on the Atom 8 core Rangley but it seems to transcode just fine on internal LAN. Has the transmission bandwidth requirement suddenly increased? I have Gigabit and wireless N on my LAN. My upload speed to the Internet hovers around 15Mbs sustained. When the friends are watching the server is idle with no other streams running.

Thoughts? Anyone else experiencing this? PMS is running on Ubuntu 16.04 and 15.04.
