Fire TV + Plex + 4K: TV still in 1080p mode

I have a Fire TV box hooked up to the HDCP port of my Samsung 4K tv, and I can play 4K youtube and 4K Amazon Video (verified by pressing the "info" button on the remote and seeing 3840x2160 / 30p), but when I try to play a 4K video file through the plex app, it transcodes with the reason "Unable to Direct Play as this media is not compatible with the device.", the Size in the details overlay says 3840x2160, but my TV is in 1920x1080 / 60p still when I check the tv info overlay.

Has anybody else had a similar problem with playing 4K content through the Fire TV on a 4K TV? I know 4K works on my TV since I can play other content through the Fire TV and the TV switches to 3840x2160 / 30p, but when I try to play my 4K video file (3840x2160 / 24p), the TV stays in 1920x1080 / 60p.
