A number of people are having issues with iOS devices getting stuck on Waiting to Upload for there Camera Upload to their Plex server. I am also having the same issue on my iOS device, whereas multiple others in my house are working find. In some cases when I am watching images or videos being upload, some cases the Plex status message will read, "Downloading data from iCloud". If the images are stored on our devices, why is Plex going to iCloud to get data and how is it even getting access to do that? I am not sure if this has anything to do with why some of our devices are forever stuck on Waiting to upload, but I am wondering if Plex is really going out to iCloud somehow for some reason, if that is not creating some of our issues.
