PMS transcoder doesn't work correctly with Windows 10 Plex App

The reason I am asking in this category is because after some testing I was able to narrow it down to just from within this version of the plex client. Plex web, kindle and amazon fire tv are working normally. I can't seem to get the transcoder to pick up again after it does the initial launch of the stream. my videos will play for around 5 minutes but when the play buffer is exhausted the transcoder never seems to kick back to life. it just stays idle even up to the point the client stops playback then reports a failure stating I my connection may not be fast enough. The connection is wired gigabit LAN so the bandwidth thing is not a concern. I can clearly see it happening as I track playback in the client I'm looking at the windows processes of the PMS server and it's resources are free yet the transcoder isn't recognizing the playback buffer is about to expire.
