Hardware for NAS and Desktop? Registred ECC?

I plan to expand my resources with a NAS. First I thought of something like synology DS1815+, but after reading a bit I've understood that building something myself and install FreeNAS would be way more priceworthy.

I'm thinking about something like...

Case: Norco RPC-2212
Motherboard: mATX or ATX... maybe Asus (range approx 300 - 550 $)
CPU: Xeon E3/E5 v3/v4 (1 CPU or 2 CPU's)

I've not decided about the performance yet... I guess either 2 E3 CPU's (if 2 sockets) or 1 E5 v3 or possibly one of the cheapest E5 v4 CPU's. I want most performance and reliability for the buck. RAM I'll be using ECC... Should I use non-registred ECC or registred ECC? Is registred ECC good for a PLEX server?

Currently I got my files on a Fractal Design R5 desktop. There I've got 8 bays... Then I'll connect the upcoming NAS to Plex so I get 30 bays in total. Then I'll fill Fracta Design with WD Red 4 TB and the NAS with 8 TB or 10 TB drives. Currently I'm using a Gigabyte mATX motherboard with an i7 4790k. Would it be a good idea change the i7 to another Xeon with ECC RAM? I'm using it as a media server for PLEX as well as a family Deskop in Windows 10. Then I have virtual machines for games (SteamOS) and a webserver (Ubuntu Server w. LAMP) in Hyper-V.

Any recomendations for hardware?
