Older Computer Plex tv streaming hardware acceleration

I have a Core2 Duo E8400 3ghz processor in an old Inspiron 530 running windows 10. It functions fine with Plex how we used to use it with non live tv, I just put a Hauppauge PCI-E QuadHD tuner in it.

It seems able to record 4 shows at once fine to a 2TB hard drive, since it doesn't transcode while it does that. My problem is when I try and stream more than 1 device at once it chokes on the transcoding from mpeg2 to h264. If I get a run of the mill GeForce or ATI card will I be able to have those cards do the work and keep up with two shows at once? Anyone have experience trying this? I'm using the onboard video card today. Depending on the tv channel if I am watching it can use 100% of both cpus doing the work today just with one channel at full quality. I dropped the cpu usage to around 50% by playing with the transcoding to be 2megabit output for home network streaming on a few devices, but not all devices seem to be able to have a setting like that - I think the iPhone ignores the setting, web browser seems to obey it, haven't tested Roku yet.

Other than replacing the whole rig, what have others done with this so far with the new live tv feature?
