No Access outside my network

I have recently switched from using DSL modem and Airport Extreme and it virtually configured itself for outside access.

My new setup is with 4G/LTE Huawei B315S and although I have enabled UPnP and Mac filter of my server like this:
I have also put the following settings in the router :
And my Plex Server settings are :
If I disable Remote Access and then Re-Enable for 1 second or so it shows fully accessible outside network and then disconnects. What am I doing wrong?
