Not available outside your network - I have done everything I can think of

Hi. I currently have Windows 10. I have been using Plex for a while now (2+ years) with no problems. I have read and tried my best to configure everything correctly but I can't get to Plex remotely any more and neither can my friends.

I have tried port forwarding, UPnP (which does show Plex when I disable port forwarding and turn it on), but I still can't connect. I have signed off/on a zillion times, rebooted PC and router a zillion times. I did a fresh install of Windows 10, loaded the server and couldn't access. I then turned on UPnP and it says:

Description Enabled From To IP Address Protocol
Plex Media Server Yes 28786 32400 192.168.1.140 TCP

But I still can't get it to say connect. I have turned off Windows Firewall and I get the same thing.

I only have 1 router. I assigned a static IP of 192.168.1.140 for my computer in the router. I have DD-WRT on my router.

When I try to test that port it always says failed regardless of any settings I can find to set.

I am not sure where to go from here but I would really appreciate any help you could give please.
