Microsoft Edge consuming ISP Bandwidth playing files from a local plex server

I'm running the webapp on one computer in my network. I've chosen Microsoft Edge, since I don't use that browser for anything else. I'm going to app.plex.tv for the webapp.

When I stream from my local server, bandwidth is used at the ISP level. I'm shown downloading / uploading half a gig to a gig of data after a streaming session.

I'm using HTTP only on all devices, as before I changed from HTTPs to HTTP, all the players in the house were using ISP bandwidth. I read somewhere online that https can cause that to happen, so I disabled it. Annoyingly, I cannot seem to find where I read that now. But since that change everything other than the web player isn't using bandwidth.

If I go to plex.tv/pms/servers.xml, I see:

So the server does seem to advertise the correct local ip.

If I disconnect the internet, I can't reach app.plex.tv anymore (understandably), but instead get redirected to my routers login page (rather than any errors about connecting to the internet). I have no tried any other browsers yet to see if it's just a problem with Edge. But

Other players in my house (Roku, Xbox One app) will play plex even if the internet is down, suggesting they are working internally only.

Any suggestions? does Edge have known issues?
