Change default subtitle selection

I currently have my Library Agents configured to scrape for subtitles. This is nice for titles that don't include subtitles, but it is annoying for foreign language titles that already include subtitles. Regardless of what options are selected in the Server>Language settings, the "external" subs scraped by Plex always take precedence over the muxed-in subs (even when you have the muxed subs flagged as Default and Forced!).

I'd like to know if there is a way to do either of the following:

1. Prevent Plex from scraping subs for titles that already include subtitles.
2. Make Plex prefer pre-existing subtitles rather than the scraped subs.
