Remote Access not working on Windows 10

Have been running PMS on a Windows 7 laptop for some time with no issues. Decided to free up the laptop and move PMS and my external drive to Windows 10 desktop. Followed guide https://support.plex.tv/hc/en-us/articles/201370363-Move-an-Install-to-Another-System in transferring everything over. Gave Win10 PC the static IP from Win7 and changed IP on the Win7 machine, so that I wouldn't have to reconfigure anything on my modem or router. All settings are identical to Win7, but remote access will not connect. Did some reading and saw that UPnP is best turned off, so turned that off. Of course I made sure that Plex was allowed through Windows firewall and I also made individual exceptions for the port number itself. Made sure that PMS was also allowed through the firewall on my antivirus. Went as far as completely disabling my antivirus and the Windows firewall, but remote access still would not connect. If I switch the IPs back on both computers and start PMS on the Win7 instead remote access works fine. With the Windows firewall eliminated as the suspect, antivirus eliminated (also considering the Win7 runs same antivirus), and router and modem settings, then I'm really only left thinking it has something to do with Windows 10 itself. Any ideas anyone?
