[3.0.40] Synced content doesn't show up if I start the app while I'm offline

A little background:

I'm running an 8" tablet with Windows 10.0.14393.10, and Plex for Windows 3.0.40.

I have some content synced to the tablet, however, it doesn't show up if I start the app while I'm offline. If I start the app while I'm connected to the internet and then disconnect (e.g. turn off WiFi), everything works as expected, and I can view the synced content.

When I start the app offline, I do see the right Libraries show up in the menu on the left, however, nothing shows up when I select them. I collected logs from both scenarios, and in the working case, I see logs when it navigates between pages, however, those are missing in the non-working case.

I assume then that for some reason it's not even trying to navigate to those pages if I start offline.
